Free Knitting and Crochet Patterns from Elaine Phillips

I've only been knitting a few years and am confused by this pattern. Should I knit row 1 of the left lace pattern and then row 1 of the leaf pattern and then row 1 of the right lace pattern? and so on and so on. I love this pattern and would really love to complete it correctly. If you could get back to me it would be appreciated. Thank you.
