Short overview of the pattern:
The skirt is worked top-down, seamlessly, on dpn. The belt is worked in 1x1 rib on smaller needles, the body of the skirt is worked in stockinette on larger needles, the hem of the skirt is worked in garter stitch. The skirt is worked in red yarn with 1 stripe and hem in green yarn.
Directions:
With smaller needles and red yarn, co 64 sts, distribute evenly 16 sts on each of 4 needles, close into round and continue to work in rounds.
Work 8 rounds in 1 x 1 rib: *k1, p1 - repeat from * around.
Round 9 (increase round):* k1, kfr&b - repeat from * around. = 96 sts
Round 10: change to larger needles and knit around.
Work rounds 10-25 as round 10. The next 2 rounds are worked in green yarn, DO NOT cut the red yarn, leave it in the back.
Round 26: green yarn: knit around
Round 27: purl around, leave green yarn in the back, continue with red yarn.

The next round knit. Bind off.
